About Our Agency

Quin Rivers, Inc., is a Virginia-based non-profit, 501(c)(3) Community Action Agency that provides, community-based support services and leadership to advance the well-being of residents living in eleven contiguous jurisdictions in Central Virginia: the counties of Caroline, Charles City, Hanover, New Kent, King and Queen, King William, King George, Stafford, Spotsylvania, the City of Fredericksburg, and the Town of West Point.  Quin Rivers, Inc.; is governed by a very energetic, eclectic, and engaged 16-member community-based volunteer Board of Directors. The Community Services Block Grant (CSBG) requirements stipulate that the grant be administered through a tri-partite Board of Directors (which Quin Rivers fully meets) comprised of members from each service locality: local government; low-income representatives; and business, industry, labor, religious, social services, education, or other major groups.

About Our Programs

Healthy Families

A nationally recognized, evidence-based home visiting model program designed to work closely with over-burdened families who are at risk for adverse childhood experiences, including child maltreatment.

Homeless Prevention

An initiative to reduce homelessness, shorten the length of time individuals and households may remain homeless; and reduce the number of at-risk individuals returning to homelessness.

Housing Counseling

An assistance initiative for individuals struggling with mortgage payment or the inability to manage personal finances effectively.


An alternative for rural, small businesses that may require financing or capital for entrepreneurial start ups.

Project Discovery

A post-secondary access preparation program designed to assist students to connect and focus on the need to remain in and graduate from school.

Project Hope

A critically important program designed to assist survivors of domestic and sexual violence, and their families.

Representative Payee

An approved U.S. Department of Social Security Administration program designed to assist individuals who are in critical need of assistance in managing their personal finances including bill payment.

Supportive Services for Veterans Families

A program to promote housing stability among Veteran families who are either experiencing homelessness or at risk of experiencing homelessness.



About Our Communities 

  • 476, 207 people live in the Quin Rivers' service area
  •  In the Commonwealth of Virginia, over 2 million people are living below the 200% Poverty Level
  •  Virginia experiences a 5.5% unemployment rate
  •  46% of renters and 27% of owners in Virginia are paying at least 30% of their income on housing
  •  Over 35% of births in the Virginia area are to single mothers
  •  Virginia's High School Class of 2014 experienced 6.3% drop out rate
  •  In 2012, 117 men, women, and children lost their lives in Virginia to domestic violence and over 67,000 domestic and sexual violence hotline calls were placed.
  •  On any given night 617 Veterans are homeless based on the 2014 Point in Time Count
