Welcome to Quin Rivers Community Action Agency

Quin Rivers, Inc. (Quin Rivers) is a Virginia-based, non-profit, community action agency whose mission is to assist individuals, families, advance community development, eliminate poverty and to build self-sufficiency for vulnerable at-risk population constituents.

Quin Rivers, Inc. was formed in 1970 under the Economic Opportunity Act of 1964 to help fight the War on Poverty. The Agency provides leadership and support to advance the well-being of residents residing in eleven contiguous jurisdictions in Central Virginia: the counties of Caroline, Charles City, Hanover, New Kent, King and Queen, King William, King George, Stafford, Spotsylvania, the town of West Point and the City of Fredericksburg. More than 480,000 residents reside in Quin Rivers’ service area, many of whom benefit from a variety of services designed to build healthy families, aid in community development, work toward the elimination of poverty and build self-sufficiency among vulnerable population groups.

During the past 50 years, Virginia’s community action agencies have provided essential services to low-income families and the working poor. Virginia’s Community Action Partnership (VACAP), a statewide membership association, works closely with the Virginia Office of Volunteerism and Community Services (OVCS) to eliminate poverty and build self-sufficiency for low income families and communities across the Commonwealth of Virginia. The programmatic initiatives designed to advance the Agency’s mission include:

Public and private partnerships are central to Quin Rivers’ community outreach mission.  This approach is reinforced by the statutory requirements that Community Services Block Grant (CSBG)-funded agencies be governed by a tripartite Board of Directors consisting of elected local officials, appointed leaders from the private sector, and representatives of the low-income community.  This unique public/private sector partnership is designed to tap the knowledge, experience and perspectives of all community stakeholders including the poor and low-income individuals and their families.

It is a privilege to represent the Agency and the Quin Rivers’ tripartite Board of Directors as Executive Director.
